Ihhovisi likaMcwaningi Mabhuku Jikelele (Auditor-General) selibongele umasipala waseMandeni esifundeni seLembe ngokuthola umbiko ongenagcobho wezezimali (clean audit report) wonyaka wezimali ka-2015/16.

Lokhu sekungokwesithathu ukuthi lo masipala uthola umbiko wezimali ongenagcobho, kulandelana.

Ekhuluma emhlanganweni wabezindaba wokuqinisekisa umbiko walo mkhandlu, uMnuz Hanno Roodt ongomunye wezikhulu eziphezulu kwihhovisi likaMcwaningi Mabhuku, uthe zikhona zonke izinkomba zokuthi umasipala waseMandeni usebenze ngokukhulu ukuzikhandla ukwenza isiqiniseko sokuthi izimali zabakhokhi-ntela zisetshenziswa ngokuhambisana nayo yonke imithetho ebekiwe.

IMeya yaseMandeni, uKhansela Basil Zulu yena uthe kufanele unconywe umsebenzi owenziwe yibo bonke abasebenzi bakamasipala, kusukela emazingeni aphansi kuya kubaphathi abakhulu bakamasipala. IMeya iqhube yathi okunye okubalulekile ngukubonga umkhandlu wamakhansela osanda kuphuma ngokwenza umsebenzi wawo ngokuzikhandla nokwethembeka. Uthe imiphumela emihle yokusebenza kukamasipala yenzeke ngesikhathi kusangamele umkhaldu omudala, kanti umkhandlu omusha usubhekene nenselelo yokuqhubeka nemisebenzi emihle.

“Umuntu uzwa enokuziqhenya ukuba yingxenye yomkhandlu osebenza ngale ndlela. Abasebenzi bethu babo badunga ukushayelwa elikhulu ihlombe ngendlela abasebenza ngokuzinikela ngayo. Okunye okufanele sincome ngakho umkhandlu kamasipala kube yisinqumo sakamuva sokuthi kuthuthukiswe abasebenzi bakamasipala abakade besebenza njengetoho. Umkhandlu uye wathatha isinqumo sokuthi abasebenzi betoho baqashwe ngokuphelele ngumasipala. Siyakuthokozela lokhu njengoba iningi labasebenzi abanjengalaba basanda kuphothula izifundo zabo ezikhungweni zemfundo ephakeme, kanti basanomfutho kanye nemibono emisha mayelana nendlela okumele msebenzi wenziwe ngayo,” kubeka iMeya uZulu.

UZulu ubuye waveza nokuthi likhulu ithemba ngendlela umkhandlu omusha ozosebenza ngayo, kwazise nokuthi amaphesenti angamashumi amane amakhansela asanda kukhethwa ngabantu abayintsha.

Nokho iMeya ibuye yaxwayisa ngokuthi ukutholakala kombiko  wezokucwaningwa kwamabhuku ongenagcobho kufanele kuhambisane nendlela umasipala oletha ngayo zidingo emiphakathini. “Sonke siyazi ukuthi abantu esibasebenzelayo banezifiso kanye nalokho abakulindele kithina njengomasipala,” kusho iMeya.

IMeya ibuye yabinga kakhulu uMcwaningi Mabhuku Jikelele kanye neminyango kahulumeni wesifundazwe eyuahlukene ngokwesekela umasipala waseMandeni, nokuyimanje osungomunye womasipala abasebenza kahle kakhulu ezweni lonke jikelele.
